International Research Management Specialist


This is a Full-time position in Carson City, NV posted November 17, 2022.

ICF is looking for research managers to manage international labor and migration studies. ICF provides various types of research services to the U.S. Department of Labor and other clients. The responsibility of this position will be to lead or assist in the planning of research studies, collecting primary and secondary data, overseeing primary data collection (including training data collectors), and writing reports on study findings for supply chain research. The person in this position will work with others on the team and consultants for each of the studies. The position can be virtual or hybrid in ICFs Rockville, MD office.


Working with a team and individually, responsibilities of the position could include:

  • Conducting desk research, original research, data collection, and report writing in support of US Governments reports on child labor, forced labor and human trafficking

  • Conducting and managing quantitative and qualitative research activities in developing countries such as household surveys, focus groups, in-depth interviews, mixed method studies related to child labor, forced labor and human trafficking

  • Work planning and budgeting for selected studies

  • Travelling and supervising training and data collection in selected study countries at times in difficult environments

  • Identifying and managing subcontractors, consultants, and research partners in study countries


  • Bachelors degree in international relations, international studies, international trade, international law, human rights, public policy, or social sciences

  • 2 + years of experience conducting and managing quantitative and qualitative research activities such as household surveys, focus group discussions, in-depth interviews, and mixed method studies in developing countries

  • 2 + years of experience conducting quantitative and qualitative data analysis using software such as Stata, SPSS, NVIVO and Atlas TI

  • 1 + year of experience working on issues of global child labor, forced labor, and human trafficking

  • 1 + year of experience conducting secondary research for U.S. Government agencies or legal reports

  • 1 + year of experience managing activities, including work planning, budgeting, subcontractor management

  • Ability to travel internationally

  • Advanced proficiency in written and oral English

Preferred Qualification:

  • Masters degree or PhD in international relations, international studies, international trade, international law, human rights, public policy, or social sciences

  • Experience writing at least 3 reports for U.S. Government agencies or international organizations

  • Foreign language skills in Spanish, French, Portuguese, or Chinese
